Police castrate SARS, to bear arms only on distress call…as CPs Odumosu, Edgal pledge compliance

MORE stringent measures to cow and perhaps, knock senses into the hollow skull of most Policemen especially, the rank and file deployed to the Special Anti-Robbery Squad SARS across the nation’s Police formations have begun to emerge. Earlier, at the peak of the uncharitable and gross professional misconduct vide the barrel of the guns which has continued to spew public outrage, the Inspector-General of Police, IGP MA Adamu descended heavily on the operatives and stripped them of the usual vague and unlimited powers to wade into any matter including marital; brandishing AK 47 assault rifles to muscle their prey to submission. They were therefore, to be restricted to the stations save for distress calls only. The customary bravado and senseless mounting road blocks, patrolling the nook and crannies of the cities in search Yahoo boys, checking of individuals’ handsets and laptops were forbidden of them. Whereas, the people had expressed mixed feelings on the Police IG’s proclamation; recalling that this was not the first such had been heard, the Commissioner of Police in charge of the Federal Anti-Robbery Squad, CP Imohimi Edgar in concert with his Lagos State counterpart, CP Hakeem Odumosu have pledged to ensure that the IGP Adamu’s directive was implemented to the letter. To this end, operatives aside being barred from routine patrols or prying into matters that had nothing to do with armed robbery especially, lands; issuance of arms and ammunition was to be regulated. Except on a distress call only, operatives were barred from publicly brandishing arms in the toga of Police SARS.

A separated statement by the two Police Commissioners made available to CrimeWorld pledging compliance, revealed the duo’s commitment to implementing the course of their boss’ avowal to institutionalizing sanity in the Force. Said CP Odumosu, “Let me again warn officers and men of the Command on the need to totally comply with the directives of the Inspector-General of Police, IGP Muhammed Abubakar Adamu, on the mode of operations of the FSARS and other tactical Units. This meeting with the Area Commanders, Heads of Departments, Divisional Police Officers and SARS operatives is to re-echo the directives of the Inspector-General of Police and  to assure you that no officer found wanting or flouting this directive will be spared. We must restrict ourselves to the Standard Operating Procedure SOP for SARS and other tactical units, as approved and circulated by the office of the Force Public Relations Officer, headed by DCP Frank Mba, to lecture and hint you SARS men of his determination to arrest and prosecute any police personnel who flouts the directives in Lagos State.”

Continuing, Odumosu added, In addition, from henceforth, I shall hold all Area Commanders and Divisional Police Officers vicariously accountable for disobedience to the IGP’s directives, which are being domesticated in Lagos State, in their respective areas of jurisdiction. Again, we shall be using this opportunity to appeal to our civilian brothers and sisters to be law abiding and specifically, collaborate with the Police in the fight against Police brutality, harassment, incivility and extortion in Lagos State.”

On his part, CP Edgar, the man in the eye of the storm warned that following the directives of the Inspector-General of Police to curb the excesses of Policemen attached to the Federal Special Anti-Robbery Squad, FSARS, and other tactical units, said he had already embark on far reaching measure to ensure total compliance. He said, “No personnel FSARS would be issued firearms except for guard duties, at base and to respond to violent crimes as occasion demands. And all FSARS teams on routine patrol have been withdrawn in compliance with the IGP’s directive. In order to improve on the efficiency and effectiveness of FSARS and ensure that they uphold the fundamental human rights of the citizens, we have drawn up a training/capacity workshop which will kick off this week in Abuja in collaboration with our civilian partners and Non Governmental Organizations, NGO’s aimed at emphasizing the tenets of rule of law and fundamental rights of Nigerians. Therefore, no FSARS personnel will henceforth attend to any violent crimes except he was kitted in his approved jacket to guide members of the public. Only FSARS operatives have the right to wear a jacket with the inscription ‘FSARS’. All other state Special Anti Robbery Squads, SAR, which are commanded by state Commissioners of Police are to wear the inscription SARS without F. We are therefore, calling on state Commissioners and Commanders of tactical Units to join hands to ensure the total success of all the directives and reforms regarding FSARS and SARS operations by the Inspector General of Police, Muhammed Adamu. Let me also re-assure members of the public that the era of ‘slap on the wrist or cover ups’ of any policeman caught involving himself in any matter that will tarnish the image of the force was over. Henceforth, maximum disciplinary penalty awaits such policemen.”
